About BALDE PH

BALDE PH helps people in the Philippines find water sources, see how recently their availability was reported, report shortages, ask for assistance and prepare for dry spells.

What this platform is, and is not

It is an information and coordination platform. It is not a water utility, a testing laboratory, an emergency service or a government agency, and it does not claim government endorsement. It does not supply water and it does not test water.

In an emergency, contact your barangay, your local government unit or the appropriate emergency service directly.

How information is treated

Three things are kept separate on every listing, because mixing them up is how people end up trusting the wrong water.

  • Verification means a reviewer checked the listing and the business behind it. It says nothing about the water.
  • Availability is whatever was last reported, shown with its timestamp. After 48 hours without a new report we show it as unknown rather than current.
  • Water quality is recorded only where laboratory or health office evidence was submitted and accepted by a reviewer, with the issuing authority and test date attached.

Where the information comes from

Listings are registered by the providers and organisations that run them, and reviewed before publication. Availability reports come from providers, organisations and members of the public, and the reporter type is recorded. Advisories reproduce notices issued by an authority, with a link to the original. Learning hub guidance is written from published sources and reviewed by an editor before it is published.

Nothing on this platform is generated to fill a gap. Where there is no data, the page says so.

Installing the app

BALDE PH is a progressive web app. Installing it puts an icon on your home screen and lets you reopen pages you have already visited when you have no signal. Live availability, advisories and submissions still need a connection.

Android, Chrome or Edge

  1. Open the browser menu.
  2. Choose "Install app" or "Add to Home screen".
  3. Confirm. The app opens in its own window from then on.

iPhone or iPad, Safari

  1. Tap the Share button.
  2. Scroll down and choose "Add to Home Screen".
  3. Tap Add.

Safari on iOS does not offer an automatic install prompt, which is why these steps are manual.

Desktop

In Chrome or Edge, use the install icon in the address bar. Firefox and some other browsers do not support installing web apps, and the site works normally in them.

What works offline

  • Pages you have already opened, including learning hub articles and the legal pages.
  • Shortage report drafts you explicitly saved on your device.

What does not work offline: live availability, the map, submitting anything, and signing in. The app tells you when you are offline and marks cached information as possibly outdated.

Accessibility

The interface is built to WCAG 2.2 AA practices: keyboard navigation throughout, visible focus, labelled form fields, a list alternative to the map, and support for reduced motion and dark mode. If something is hard to use, please tell us.
