Terms of Service
1. Acceptance
By using BALDE PH you agree to these terms. If you do not agree, do not use the service. Creating an account requires accepting these terms and the Privacy Policy, and the version you accepted is recorded with the date.
2. What this platform is
BALDE PH is an information and coordination platform for water access, water source discovery, shortage reporting, community assistance coordination and clean water education in the Philippines.
It is not a water utility, a laboratory, an emergency service, or a government agency. It does not supply water. It does not test water. It is not a substitute for official emergency instructions from your local government unit, your water utility, or national authorities.
In an emergency, contact the appropriate emergency service directly.
3. Accounts
You are responsible for the accuracy of your registration details, for keeping your password confidential, and for activity under your account. Tell us promptly if you believe your account has been accessed without your authorisation.
Accounts may be suspended or terminated for breach of these terms, for fraudulent or misleading submissions, or where required by law.
4. Provider registration and verification
Registering as a provider does not make you verified. An application is reviewed, and may be approved, rejected, suspended, or returned with a request for more information.
Verification confirms the business identity and listing details that were checked at the time of review. It does not certify that the water is safe to drink. Water quality is recorded separately, only where supporting evidence from an accredited laboratory or health authority has been submitted and reviewed, and it carries the test date and issuing authority.
Verification may be withdrawn, and listings may be suspended, where information turns out to be inaccurate or where evidence has expired.
5. Information accuracy and freshness
Water availability changes quickly. Availability shown on this platform reflects what was last reported, by whom, and when. Where a report is older than the freshness window, the platform shows the availability as unknown rather than presenting stale information as current.
You should confirm directly with a provider before travelling, particularly during an interruption or a dry spell.
6. Community reports
Reports are submitted by members of the public and are unverified until a moderator reviews them. An unverified report is one person's observation, not a confirmed situation. Moderation reduces error and abuse, but it does not guarantee that every published report is accurate.
Do not submit knowingly false reports. Do not submit another person's personal information without their authorisation.
7. Assistance requests
Submitting an assistance request does not guarantee that water or any other relief will be delivered. The platform routes a request to organisations that may be able to respond. Whether to respond, and when, is entirely the decision of those organisations and depends on their own resources and priorities.
Nothing on this platform creates an obligation on BALDE PH or on any organisation to provide water or assistance.
8. Prohibited conduct
You must not submit fraudulent listings, misleading water safety claims, false shortage reports, spam, malware, or content that harasses or abuses another person. You must not impersonate a government agency, a utility, or another organisation. You must not manipulate availability information. You must not attempt to access records you are not authorised to see, or to circumvent rate limits or access controls.
9. Content you submit
You keep ownership of what you submit. You grant BALDE PH a non-exclusive licence to host, display and distribute it on the platform for the purposes described in these terms. You confirm you have the right to submit it, including any photograph you upload.
Content may be moderated, edited for clarity, or removed.
10. Platform content
Learning hub articles, advisories and platform text are provided for information. Advisories reproduce or summarise information from an issuing authority, with a link to the original where available. Where the original differs from what appears here, the original governs.
11. External links and third-party services
The platform links to external sites, including map and directions services and official sources. BALDE PH does not control those services and is not responsible for their content, availability or practices. Water providers listed on the platform remain responsible for their own products, services and representations.
12. Service availability
The service is provided on an "as available" basis. It may be interrupted for maintenance, or by circumstances outside the operator's control. Offline functionality in the installed app is limited to cached public content and explicitly saved drafts.
13. Limitation of liability
To the maximum extent permitted by Philippine law, BALDE PH is not liable for indirect or consequential loss arising from use of the platform, from reliance on availability or water quality information, or from the acts of a provider or organisation listed on it.
Nothing in these terms excludes or limits liability where the law does not permit it, including liability for fraud, for wilful misconduct, or for rights that cannot be waived under the Consumer Act of the Philippines or other applicable law.
Legal review note. This section, and section 14, must be reviewed by a Philippine lawyer before production use.
14. Governing law
These terms are governed by the laws of the Republic of the Philippines, and disputes are subject to the jurisdiction of the appropriate Philippine courts, without prejudice to any consumer protection remedy available to you.
15. Changes
These terms may change. Material changes are published as a new version with a new effective date. Where a change materially affects your rights you may be asked to accept the new version. Minor wording corrections do not trigger re-acceptance.
